It is true and right that Himachal has two Capital one is Summer and second is winter Capital so it means Himachal Pradesh is holding two Vidhan Sabha , you can see in Dharmshala but generally Himachal Pradesh headquarter is in Shimla because all Ministry Directorate Sectrate available at Shimla, Himachal Pradesh High Court is also in Shimla, police headquarters and other head offices are in Shimla, This has been done only to bring the upper hill area closer to the government who cannot reach to Shimla anytime specially in snow season.
